Background
Johnstown is the largest city in Cambria County with a rich history as a major manufacturing center. Once home to prosperous companies such as the Cambria Iron Company and Bethlehem Steel Corporation, Johnstown experienced hardships that contributed to the closing of most steel production plants. Continual flooding and the outsourcing of manufacturing were two main causes for population decline and employment loss.
Johnstown proved its strength, however, and persevered to invest in their medical, educational, and communications industries. Health care and the tech-defense have become key pillars of the local economy. Although the city recovered, Johnstown ranks among one of the lower-income regions in the state. Depopulation, high poverty and unemployment, and absence of investments, particularly in West End, have created many challenges for residents.
This is why JHA is working with Cambria County and the City, to revitalize West End by identifying problems and bringing resources that help meet the needs of residents, businesses, and other community members.
West End and Coopersdale Community
JHA is focused on modernizing the housing at Coopersdale Community to reflect the current needs of individuals and families. Housing at 255 Cooper Ave were built in 1959 and consists of 121-units, a total of 6 buildings. Over the years the structures have aged and become outdated. For this reason, JHA is exploring innovative ways to update the housing complex to become more accommodating and create a desirable place for everyone.
The West End is the northern gateway to the city and remains isolated from job centers, food access, recreational areas, and other community features. Neighborhood residents rely on limited transit service and personal vehicles to reach their destination.
The CN planning process will focus on revitalizing the Coopersdale Community homes while also attracting investments and services to the West End that help overcome the challenges that community members face. Meetings, engagement activities, and other initiatives will take place as we work with individuals and families to create a plan that is authentic, equitable, and empowering.
CN Process
The planning process for the West End CN Plan will take about to 2.5 years to complete. The first part will gather feedback from community members and partners to understand the area’s context. This is important to ensure the plan reflect the needs of the West End, now and in the future. Phase II will kick off near the end of 2025 and continue into early 2026, focusing on strategies that help achieve goals.
