Johnstown Housing Authority
The Johnstown Housing Authority (JHA) is a proponent and provider for quality, subsidized housing for individuals and families. JHA goes beyond to offer educational resources and job skills to help people become self-reliant and financially independent. Their services extend to low-income families, offering provisions such as dental screenings, vaccinations, and food distribution.
With help from West End residents, the City of Johnstown, and Cambria County Commission (CCPC), they will lead the charge to bring about development and other investment to the Coopersdale Community and the surrounding neighborhood.
Cambria County Planning Commission
The Cambria County Planning Commission (CCPC) helps with preparing and updating various plans that help municipalities strengthen and grow their communities. This ranges from land use and development, reviewing zoning ordinances, road infrastructure maintenance, and providing public services such as utilities and programming.
CCPC staff will work with JHA to help identify and implement the goals and strategies set forth in the West End Choice Neighborhood Plan.
City of Johnstown
The City of Johnstown manages the daily activities and services that people depend on. This includes but is not limited to public safety, transportation, comprehensive planning, land use and zoning, development, tourist attraction, and recreational services. In addition to city projects like revamping Central Park in the downtown area, the City is creating a comprehensive plan that will guide the future growth and development for residents and businesses.
Johnstown is supporting JHA by providing resources and creating networks that help achieve the goals and strategies of the West End Choice Neighborhood Plan. The City will work with JHA to ensure the plan is aligned with other Johnstown initiatives.

The U.S. Department of Housing and Urban Development’s mission is to create strong, sustainable, inclusive communities and quality affordable homes for all. HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; and build inclusive and sustainable communities free from discrimination.

COLLABO is a planning and design firm based in Chicago, IL. The firm specializes in revitalizing and enhancing communities that reflect their identity, culture, and assets, helping to improve the lives of residents. COLLABO employs a team-oriented approach, an equitable process, visionary mindset, and practical strategies to deliver unique solutions that achieve positive results.
As the Planning Coordinator for the West End CN project, COLLABO will provide technical support by guiding residents and the team throughout the planning process. COLLABO will engage residents and stakeholders to identify needs, host meetings to learn about the community, provide recommendations based on regional market trends, and create a plan based on the information received. The West End CN Plan will include strategies and projects that support the goals identified.
CARDO
Cardo LLC is an urban design and town planning firm based in St. Paul, Minnesota. The firm works across the country with experience implementing mixed-income and affordable housing strategies, master plans, form-based codes, and mixed-use neighborhoods. They utilize architecture, planning, and development to understand how neighborhoods and cities are created, evolve, and function over time. Our interest is the long-term health of a community and fostering places that are walkable, diverse, vibrant, and safe.
CARDO will work with COLLABO on the housing section of the plan focusing on Coopersdale Community and the surrounding area. With community feedback and the market study as tools, CARDO and COLLABO will recommend housing concepts that meet the needs of families and promote growth.
